Follow up from The Right to Deposit webinar: statement and early signatories

Approximately 350 attendees joined the webinar The Right to Deposit – Uniform Guidance to Ensure Author Compliance and Public Access on April 16, 2024. The event explored the conflicting messages authors face in the course of publishing their work and attempting to comply with the institutional, funder and publisher policies. Approaches discussed that could create more clarity in particular for federally funded authors include institutional open access policies as well as reliance on the federal purpose license. Like institutional open access policies, the federal purpose license establishes a pre-existing right to deposit an article.

At the conclusion of the event, the organizers shared a “Statement in support of using the Federal purpose license to implement the 2022 OSTP public access memo” describing how such reliance could be helpful in covering all federally funded authors.

Everyone – individuals, institutions, and consortia, whether they attended the event or not – is encouraged to read the statement, and if they agree with it, to join as a signatory. Signatures will be displayed in conjunction with the statement to illustrate the level of consensus.

Statewide California Electronic Library Consortium (SCELC) is a 501(c)(3) tax-exempt corporation established in 1986 to develop resource sharing and licensing among the libraries of private academic institutions in Southern California. Texas Digital Library (TDL)

A collaborative consortium based in Texas and rooted in higher education, the Texas Digital Library builds capacity among its membership for ensuring equitable access to and preservation of digital content of value to research, instruction, cultural heritage, and institutional memory.

Texas Digital Library is powered by its membership, who contribute funds, time, and expertise to build and sustain the community-based infrastructure TDL provides. NorthEast Research Libraries Consortium (NERL)

The NERL Consortium was formed in 1996 by 12 ARL member institutions for the purposes of collaborating on licensing of electronic content, purchase, and licensing of electronic content consistent with the member libraries’ missions to support higher education and research. Today, the consortium consists of a core group of 30 of the most research intensive institutions in North America as well as 110+ affiliate member institutions.
