Who’s covered by which policy?

With the issuance of the Presidential OA Policy, UC now has open access policies that cover everyone who authors scholarly articles while employed by UC. Policies covering Academic Senate faculty were adopted first; a new policy covering all other UC authors was issued October 23, 2015.


Senate OA Policies: The UCSF and systemwide Academic Senate policies cover Senate-represented faculty. Academic Senate membership is determined by Section 110 of the UC Academic Personnel Manual and Regents’ Standing Order 105.1. UC classifies its employees into Class Title Outlines (CTOs), titles, and title codes. According to the office of Academic Personnel and Programs, the following CTOs should be considered Senate faculty:

  • 010 | Professorial – Tenure
  • 011 | Professorial – Non Tenure
  • 012 | Professorial – Recall
  • 016 | Professorial – Emeritus
  • 114 | Acting Professor – Senate
  • 210 | Lecturer with Security of Employment
  • 211 | Lecturer with Potential Security of Employment – 100% – Senate
  • 212 | Lecturer with Security of Employment – Recall
  • 216 | Lecturer with Security of Employment – Emeritus
  • 311 | Professor in Residence
  • 316 | _______ – Senate – Emeritus
  • 317 | Professor of Clinical _______

Presidential OA Policy: The Presidential policy covers non-senate employees who write articles while employed by UC. The policy defines employees as

All faculty, academic appointees (includes academic administrative officers, Cooperative Extension and University Extension appointees, librarians, residents, interns, and postdoctoral scholars), students who are employed by UC, staff, and administrators who are paid a salary, stipend, or hourly rate, excluding those holding “Without Salary” appointments, volunteers, and recalls.

Authors who 1) meet this definition of employee and 2) who are not Senate-represented faculty are covered by the Presidential policy. Examples of CTOs that are not Senate-represented include:

  • 030 | Clinical Professor of Dentistry – 50% or More – Tenure
  • 031 | Clinical Professor of Dentistry – 50% or More – Non Tenure
  • 040 | Supervisor of Physical Education – Tenure
  • 041 | Supervisor of Physical Education – Non Tenure
  • 042 | Supervisor of Physical Education – Recall
  • 124 | Acting Professor – Non Senate
  • 221 | Lecturer with Potential Security of Employment
  • 225 | Lecturer
  • 323 | Visiting Professor
  • 335 | Adjunct Professor
  • 341 | Health Sciences Clinical Professor
  • 346 | Clinical Professor – Volunteer
  • 357 | Instructional Assistant (non student)
  • S21 | Dean
  • S27 | Provost
